Manager - Procurement
Lead Group-wide procurement: build governance, drive cost savings, strengthen supplier partnerships, and ensure compliant, end-to-end processes with clear analytics.
Job Summary
The Procurement Manager is responsible for establishing and leading the Group's procurement function, ensuring the delivery of cost-effective, compliant, and value-driven procurement solutions across all business functions. The role develops procurement governance, manages strategic supplier relationships, optimizes organizational spend, and strengthens procurement controls to support sustainable growth, operational efficiency, and regulatory compliance.
Job Objectives
Develop and implement a standardized procurement framework, including policies, procedures, and governance across the Group.
Deliver measurable procurement savings and cost optimization opportunities while maintaining quality and service levels.
Build and maintain a high-performing supplier base through effective sourcing, performance management, and risk oversight.
Strengthen procurement controls by ensuring compliance with procurement policies, contractual obligations, and audit requirements.
Provide accurate procurement analytics and spend insights that support strategic decision-making and budgeting.
Ensure efficient end-to-end procurement operations, including contract management, supplier onboarding, and procure-to-pay processes.
Job Responsibilities
Procurement Strategy & Policy
Develop, implement, and continuously improve the Group's procurement policies, procedures, and governance framework.
Lead end-to-end procurement activities across all spend categories, including technology, professional services, marketing, and facilities.
Develop category management strategies aligned with business priorities and organizational objectives.
Establish a supplier segmentation framework based on spend, criticality, and risk to enable differentiated supplier management.
Drive strategic sourcing initiatives that maximize value, improve service quality, and optimize procurement costs.
Ensure procurement activities comply with internal policies, delegated authorities, and regulatory requirements.
Supplier & Contract Management
Lead supplier sourcing, evaluation, qualification, onboarding, and financial due diligence processes.
Build and maintain strategic supplier relationships to ensure service excellence and business continuity.
Develop and manage supplier performance measurement frameworks, including SLAs, KPIs, scorecards, and regular business reviews.
Oversee contract negotiations and execution to achieve favorable commercial terms while mitigating business risks.
Maintain an accurate and up-to-date contracts repository, proactively managing renewals, expirations, and contractual obligations.
Monitor supplier compliance with contractual, regulatory, and organizational requirements.
Procurement Performance & Financial Management
Analyze procurement spend to identify savings opportunities, supplier consolidation initiatives, and cost optimization strategies.
Prepare procurement performance dashboards and management reports covering spend, savings, supplier performance, and policy compliance.
Support budgeting and financial planning by providing procurement insights and expenditure analysis.
Develop reporting models and performance metrics that enable data-driven procurement decisions.
Present procurement performance and strategic recommendations to executive management.
Procurement Operations, Controls & Risk Management
Oversee the procure-to-pay process in collaboration with Accounts Payable, ensuring accurate purchase orders, three-way matching, invoice reconciliation, and timely payments.
Maintain strong procurement controls to ensure transparency, accountability, and compliance throughout the procurement lifecycle.
Partner with Risk Management, Internal Audit, and Compliance functions to identify procurement risks, maintain the procurement risk register, and implement corrective actions.
Ensure procurement documentation is complete, accurate, and audit-ready to support statutory and regulatory requirements.
Administer and continuously improve procurement systems, supplier databases, and procurement reporting capabilities.
Identify opportunities to automate and enhance procurement processes, improving operational efficiency and user experience.
Job Requirements
Educational Qualification
Bachelor's degree in accounting, Finance, Business Administration, Supply Chain Management, or a related field.
Licenses & Certifications
Professional certification in Procurement or Supply Chain Management (e.g., CIPS, CPSM, CPPB) is preferred.
Previous Work Experience
6+ years of combined experience in procurement, vendor management and/or finance, with at least 2 years leading a procurement function or unit.
Demonstrated experience building procurement policies and procedures from the ground up, ideally in a fast-growing technology, fintech or financial services environment.
Strong grounding in financial analysis and reporting: ability to analyze spend data, build reporting models and present insights to senior management.
Skills and Abilities
e-procurement systems and advanced proficiency in MS Excel and PowerPoint.
Strong negotiation, communication, and stakeholder management skills.
Strong planning, organizational, and project management skills with the ability to manage multiple priorities.
Ability to influence cross-functional stakeholders and build effective supplier partnerships.
Fluency in Arabic and English (written and spoken).
